Introduction

The Directorate of Rehabilitation & Settlement had been shifted from Shillong to Itanagar to during February & March/1979 and the subject “Relief” has been transferred form the department of Social & Welfare to this Directorate in the month of March/1992.

The Dirctorate of Relief & rehabilitation deals with Relief on Account of Natural Calamities and ex-Servicemen, there welfare in Arunachal Pradesh. The Directorate provided relief to the tune of Rs. 12.03 Crores   during 2000-2001 out of which 75% was borne by Central Government and 25% by State Government when there are cases of damages due to floods, landslides, draught & famines, earthquake, & cyclone, fire and other Natural Calamities.

Calamity Relief Fund

Ex-gratia payment to the next of kin @ Rs. 50,000/- only those who have died due to Natural Calamities, viz. fire accident, flood,  earthquake, cyclone and landslide etc.

Relief assistance to these victims whose houses have been gutted by fire or damaged by flood, landslide, earthquake and cyclone etc.

Relief assistance to those victims whose Agriculture/Horticulture land, crope have been damaged by flood, drought hailstorm and rat menace due to Bamboo flowering.

Relief assistance to the victims of drought affected areas is paid after obtaining Govt. approval for declaration of “Drought Affected Areas” on the basis of rainfall data collected form the District Administration/District Level Relief Committee.

 

Rehabilitation

The Relief & rehabilitation department is also functioning as nodal department for the welfare of ex-servicemen in the State. The State managing Committee (SMC) for the administration of the special fund for reconstruction and Rehabilitation of ex-serviceman is constituted in A.P. as per Ministry of Defence, Govt. of India’s notification No. SRO-234 dated 27/9/66. The Central Managing Committee of Special Fund, New Delhi sanctioned a sum of Rs. 2.00 lakhs. The State Govt. of Arunachal Pradesh also sanctioned an amount of Rs. 2.00 lakhs being a matching grant. The entire amount of Rs. 4.00 lakhs has been deposited in the State Bank of India, Itanagar. Later on another amount of Rs. 2.00 lakhs has been deposited in the Bank by the decision of 5th State managing Committee meeting held on 20/2/91 in Raj Bhawan, Itanagar.  

Besides this, the committee examine the cases of  loan applications, expenditure for children’s marriage, establishment of business for self employment etc. and extends necessary financial assistance from the special fund.

Only the initial earned on the corpus fund is to be utilized on the welfare scheme, for reconstruction & rehabilitation of ex-servicemen and their dependent family members.

Major Hemanta Pangin IC No. 50444, Namsing village, East Siang district of Arunachal Pradesh who was awarded “Bar to Sewa Medal” by the HE President of India and a cash amount of Rs. 23, 250/- only from this department during April 2000 from the normal budget.

Administration of Relief

As per the Government of India’s guidelines on calamity Relief Fund, the State Govt. has vied order No. DRS/Relief-20/95-96 dated 16/9/96 constituted a committee named as the State Level Steering Committee, to administer the funds under the Calamity Relief Fund and the National Calamity Contigency Fund with the following members:

The committee decides on all matters connected with financing of relief expenditure. The committee obtains the contributions from the state govt., central govt. administers the fund and invests the accretion to the fund in accordance with the pattern of investment as approved by the Government of India from time to time. The accretions to the fund together with the income earned on investment of the fund is used the committee to meet all expenditure on provision of relief assistance on the occurrence of a natural calamity in the state. All expenditure in connection with any emergency situation arising from floods, landslides, cyclonic storms, earthquake, fire and other natural calamities will be debited to the head of the accounts “2245-Relief on Account of Natural Calamities”.

Besides, the State Govt. constituted another committee named as the State Managing Committee to administer the fund under Special Fund and Flag Day Fund on the Welfare schemes for the reconstruction & rehabilitation of the ex-servicemen and their dependent family members.
