ALONG, April 17: The financial constraint and fiscal disadvantage in which the states has fallen in is an outcome of whooping non- plan expenditures and discipline and proper flow of revenue through collective effort can only improve the finicial health of state, said the minister for Finance Kalikho Pul .The minister addressing a meeting of officer and Panchayat leaders at Along on April 12 last , reports DIPRO. The minister said that 23 percent of non- plan expenditure is only allowed on salary and wages as per Central Govt. norms, but non-plan expenditure has touched a staggering figure of 77 percent in state to meet the growing demands of its employees for which development in the state is non visible at its expected pace. Implementation of 5th pay commission, Supreme Court ban on Forest produce, revenue leakages and centers directive to cut expenditure as per revenue resources of the state have aided vast and costing dearly to the state exchanger. The liabilities of the Govt. is a creation of a system since the day of attainment of Statehood and such burning problem of the state should be tackled collectively by politician, Govt. Officers, Panchayat leaders and traders he added. Speaking out his heart on the vision envisaged by the state Chief Minister, the minister did not leave out the lacunae of public servants in optimum utilization of limited resource available with state govt . Pul regretted that though all projects and essential service sector are covered by Central Govt., quantum of budgetary flown have not reached the desired goal and pain and agonies of poor and needy people in the far flung area have not been addressed properly. The" BHARAT NIRMAN" drinking water supply, village electrification, road networks, improvement of school, health and other rural upliftment programme and e schemes have to be executed as per norms laid down by the central Govt. All monitoring aspects rest with central Govt and any mismanagement can spoil door for the state. Terming "VAT" as a commodity tax imposed not on consumer but on producers and distributors spreading over all transmission from the first step of production process to last stage of retail distribution was introduced for the welfare of the local tradersthe minister said  entry tax on light vehicle and life saving drugs have been exempted to avoid revenue and registration losses and hinted on relaxation of tax on few items depending on the strength of revenue generation . He insisted on reduction of royalty on bills for materials on sand, silt and other forest produces to ensure accurate flow of revenue. He asked the District Administration to locate spacious site at entry gate for starting combined counters for police, forest and taxation department. He disclosed that CSD items cannot be exempted from sales tax and uniform tax on CSD items will be paid from 1st April 2006 as per agreement reached recently. He advocated target-specific and result-oriented scheme which should be photographed and video graphed. The Minister also disclosed that fund for purpose of medicines for community Health Centers (CHCs) and Primary Health Centers (PHCs) will be earmarked separately so that medicine can be made available in such  centre as per need and necessity by forming board etc. While assuring to look into demands of govt. servants wherever possible,  the minister appealed that govt. Servants be understand the problems of govt. and not to make outrageous demands as a part of the Govt. machinery. Welcoming the minister and other dignitaries the West Siang Deputy Commissioner, Tope Bam highlighted aim and objectives of the meeting and termed as the visit of the minister throughout the state as dawn of new era of development and creativity to take the state in the track of  development. He spoke in length on the problems of the District and submitted the concepts papers of proposals and projects of the district, subdivision and circles to the minister. The local MLA, Kito Sora, i Dibang Tatak,and i Gadam Ete also spoke on the occasion . The Minister had a patient hearing on the problems of the district Heads of Department. Earlier, on his arrival the minister visited the Districts Hospitals (DMA) and Govt. H.S. School, Along and addressed the Public
