CHANGLANG April 17: The Minister for Finance, Planning and Tax & Excise,
Kalikho Pul has asked the works department to make realistic proposals and set priority to genuine and needy areas. The minister was on a two
day visit to Changlang district from April 16 last, reports DIPRO. . While addressing a mammoth
gathering the minister said "development never knocks ones door, one must come forward in quest of development".
Public must pay their interest and participation in each and every public meetings so as to pave the way to development, he added. He
further disclosed the financial position of the state and said that a judicious utilization of the limited fund of the state was the need of
the hour. He appealed the mass to restrict unproductive and non-developmental expenditure. Pul further
urged the implementing agencies to visit every nook and corner of the district to have a proper
planning since some of the schemes were subjective and feasible in some places. While reiterating the revenue leakages in the state the minister called
upon the officers to perform their duties honestly and not to resort to corruption
activities. He appealed the general mass that it was the responsibility of every citizen to check and monitor the leakages. He
asked the district administration to perform sudden inspections in Arunachal State transport buses and other revenue generating areas in
order to ensure proper generation of state revenue. While stressing for improving the work culture among the Govt. employees, he was of the view
that the change of mindset and discipline was paramount to expedite the basic purpose of serving the general public.
While expressing his sorrow on the pitiable condition of Govt Hr Sec. Hostel building at Changlang, he emphasized that
proper maintenance and protection of public property was the duty of every elite citizen. He
further disclosed that the Annual Operation Plans were to be changed to Annual Action Plans from next year. On responding to several public
demands like road maintenance, posting of Administrative officers, college infrastructure
building, major repairing of Micro Hydel project etc. the minister assured to give priority to Health sector, road
maintenance and educational sector being the basic need of the people. He highlighted the implementation of VAT and its advantages and also
disclosed of certain items exempted from the purview of VAT. Earlier, the minister inspected the Changlang district hospital and
praised for its cleanliness. While knowing about X-Ray and ultra sound facilities at the hospital through
public contribution, the minister lauded the Hospital welfare society and requested them to render the
services of the machines free of cost to the poor villagers, students and labour class. He directed the implementing agency to prepare a
proposal for proper drainage system and toilet facility at the district hospital.
Earlier on his visit, the minister inspected the dilapidated Higher Secondary School building and Hostel and then visited the under
construction Judicial lock up before visiting the Micro Hydel project site at Changlang yesterday
The local MLA W Pongte apprised the minister about the district and the needs of concern. Several other
public leaders also spoke on the occasion. The minister would also visit Miao and Jairampur during his two day tour
to this district.
