Title of Announcement : Training in Capacity Development on Disaster Management

3-day Capacity Development Programme and Incidence Response System (IRS), a multi State Mega Mock Exercise was held at the Conference Hall of the Directorate of Tourism, Itanagar on 24 September 2013. It was organised by the Capital Complex District Administration in collaboration with the Department of Disaster Management, National Disaster Management Authority.
Deputy Commissioner Sanjay Goel while welcoming all present hoped that the workshop would be really productive as it would help take preventive and mitigating measures during disasters, which don't come with prior information. Citing that all types of disaster have become recurrent, he stressed that all possible steps should be taken so that the risk of damage to life and property could be reduced.
Goel also shared his experience with Brig Khanna when he was posted at Daman as District Collector where Khanna had organised a Capacity Development Programme which was really beneficial and hoped the same here as well. Stating that it was a privilege to have such knowledgeable resource persons here, the Secretary, DM HK Shallas urged all to avail this opportunity which will help them learn how to tackle such situations during rescue operations from any kind of disaster.
Brigadier Dr. BK Khanna, Senior Specialist, NDMA, New Delhi gave instances of Delhi where many such workshops were organised to make them aware of the situation a disaster can cause. He apprised all present how they could learn from the training and further to convey the message to their concerned office which could also take simultaneous steps to make people more aware of the hazards of disaster.
Assistant Commissioner Pooja Jain said that disaster is a hazard which could cause social cultural and economic loss. Appreciating the steps taken by the NDMA, she hoped that all would be benefitted from the training.
B.B Gadnayak, NDMA, GOI presented a brief overview of the IRS. Later as a resource person, he explained in brief what IRS is, how it is formed, its organization and staffing, roles and responsibilities etc. He also conducted a group work (scenario exercise and presentation) where the participants were divided into four groups and were given a situation which they had to assess on their own and report the steps that they would take during such emergencies.
Among others, all the Heads of Departments attended the training including officials of various line departments from the 10 districts of the state and various officers of the State Govt. The team from NDRF Gawahati including Commandent AK Singh were also present during the workshop.
On Sept 26, a mock drill on earthquake conducted simultaneously at Akashdeep Market Itanagar, Legi Complex Itanagar, R.K Mission Hospital Itanagar, Kendriya Vidyalaya-I Naharlagun, Kendriya Vidyalaya-II Naharlagun, Chandra Nagar Market area Itanagar, Press Colony Papu Nallah, Vivekananda Kendra Vidyalaya Chimpu Itanagar, Ashoka Hotel Itanagar and Banquet hall Itanagar.
The organizer appealed to all the residents to cooperate with the District and State Administration to make these mock drills a success.
