Chief Minister Nabam Tuki held a high level meeting on 16 August 2013 evening to review the process and modalities of construction of District Secretariat buildings, mini-secretariat at ADC headquarters, double lane RCC roads in district headquarters and construction of indoor/outdoor stadiums across the state.
The meeting was attended by Finance, Planning & PWD Minister Chowna Mein, Itanagar MLA Techi Kaso, Chief Secretary, Development Commissioner (Finance & Planning), Commissioner PWD, Commissioner Sports & Youth Affairs, Secretary UD & Housing, Secretary Planning, three Chief Engineers of PWD (Eastern Zone, Western Zone & Central Zone), Director-cum-Chief Engineer UD & Housing, Capital Deputy Commissioner and Director Sports & Youth Affairs.
The meeting streamlined and finalized speedy implementation of the projects undertaken under Special Plan Assistance (SPA). It was decided that the upper ceiling and lower ceiling of construction of district secretariats will be Rs 25 crore and Rs 8 to 10 crore respectively.
Ideally, the plinth area of each district secretariat shall be 8000-10000 sqms with slight variations from district to district. In case of mini secretariats, the upper ceiling of the project will be around Rs 5 to 10 crore.
The administrative approval of the total estimated cost of the projects shall be accorded and the Finance Department shall provide year-wise budgetary support depending upon availability of resources provided to the projects. The DPR of the projects shall have the provision of future expansion, both vertical and horizontal, with essential provisions like fire fighting, external electrification, and water harvesting facilities, boundary wall and other service facilities. As far as practicable, the architectural drawings and structural design of all on-going projects and projects in the pipeline should be uniform.
The concerned Chief Engineers of PWD shall evolve necessary quality control measures while implementing the projects. Each project will be executed by a designated project officer who will be liable to completion of the project in all respects and he will not be transferred out till completion of the project. Further, it was decided in the meeting that heavy penalty will be imposed on the defaulting contractors in case of in-ordinate delay in execution of works.
To bring about uniformity for execution of double lane CC road with drainage in District Headquarters, it was decided in the meeting that construction of CC roads in the district headquarters including Capital Complex should be completed within the fixed time-frame without any price escalation. The average cost per km of road was decided for Rs 2 to 3 crore. However, there may be minor variations of cost from district to district depending upon the site locations.  The estimates of the projects shall invariably include proper drainage system, sewerage system and other utility corridors along the Right of Way (RoW).
The concerned Chief Engineers of PWD will decide the specification of CC roads. The Deputy Commissioners shall prioritize the stretches of roads in the district headquarters where CC road will be constructed. Initially, busy roads with maximum traffic movement is the top priority. Tender of all on-going projects shall be floated and other technical formalities observed latest by September 30 next and constructions started by the 1st week of October to ensure completion of projects as per set milestone.
